Carlisle has a unique if perhaps unpopular place in
the history of drinking in Britain. It was here, during the First
World War that the State Management was set up as an experiment
to control the drinking habits of munitions workers. More on this
later.
This reform led to the closure of a huge number of
pubs and inns in the Carlisle area, some of them were exceptionally
attractive buildings. Those that survived were refurbished by the
State Management Scheme to such an extent thatt they lost much of
their individual characters.
There was an undoubted need for reform in Carlisle
during the Great War: As the population jumped (20,000 by 1916)
with the influx of workers - a great many of whom were ingaged in
the armaments/explosives industry, so did the number of arrests
for drink related crime - previous to the outbreak of war, the rate
of convictions for drunkeness was 250 pa, this rose to 1,000 by
1916!
